Hi!

If "Grain Sales to Soviets" played as an event, what's the exact moment when this card lands on the discard pile?

Case: USA plays "Grain Sales to Soviets" to draw "SALT Negotiations" from USSR's hand. Can USA use the drawn "SALT Negotiations" to reclaim "Grain Sales to Soviets" from discard pile, or is "Grain Sales to Soviets" not in the discard pile at the moment "SALT Negotiations" event is considered?

I would say the effect from GSTS ends only after the event it has called ends. So, GSTS is not on the discard pile when SALT goes into effect.

Or, schematically:
play GS for the event
GS (start effect)
     If USSR has cards draw a card from USSR
     Play card for ops|event OR give back card
     If played, discard card
     else, spend 2 ops from GS
GS (end effect)
discard GS

Hi, I contacted Randy Pippus and he mentioned some designers' answers on talk.consimworld.com:

So following the scenario:

The US plays Missile Envy and exchanges it for Grain Sales. Grain Sales resolves drawing Missile Envy from the USSR hand and goes to the Discard pile. The USSR player does not fulfill the "provided he still holds it" appendage. The mandate is lost. The US can play for Ops (as per Grain Sales text) and if the USSR somehow draws Missile Envy he is not obligated to play it for Ops as his next Action Round.
 
However the US could chose to once again play Missile Envy for the Event (also as per Grain Sales text) and exchange again and the mandate will be re-established anew. Should he draw SALT this time, yes he could draw Grain Sales from the Discard pile.
 
I do not know if the Wargameroom program would handle it this way, and I don't remember a report of a serial ME play in an actual game.
