Most of the strategy on this site assumes playing with the optional cards. In our little family tournament it was decided to NOT include the optional cards.

Does that have a big effect on balance/strategy? How would you auction w/o the optional cards?

The demo game in Deluxe rulebook (Chris Withers USSR v Stefan Mecay USA) did not have optional cards and the auction gave USA 5 bonus influence... where the current thinking seems to be that USA should only get something between +1 or +2.

Is this discrepancy due to the USA balance concerns in the optional cards, or has USA strategy advanced that much since the rulebook was published?

+3 IPs to US. That is how ladder is played. No optionals & +3Ips to US (long run stats tell that is the closest for majority).
