Taking it serious: Jason Matthews pointed in one of his interviews that he had given the playability the priority before the historical correctness. This is one of the cases. In fact, Truman should be a prerequisite of Kennedy, Kennedy of Nixon, and Nixon of Reagan but the game would be slightly unplayable if USSR had no opportunity to form Warsaw Pact after Chernobyl catastrophe.
