Question about Control scoring

Hi guys!

This is my first post here, although I've read through all posted materials on the site. I only have 4 games under my belt and I have a question: the requisite of Domination is to have more countries AND more BGs AND at least 1 non-BG controlled. The requisite of Control is to have more countries AND all BGs under your control. Does having Control of a Region require a non-BG to be controlled? In an other wording: is Domination a prerequisite of Control?

"is Domination a prerequisite of Control?" -- no.

For example: if you control Mexico, Cuba, and Panama, and none of you controls any other Central American countries, you control Central America but not dominate it. Not that it matters for scoring since if you score for control, you no longer score separately for domination or presence.
