(plus another "may coup" cards such as Ortega, Lone gunman, CIA,...)

Sure. If USSR had to coup it would be a certain loss in case Cuban Missile Crisis is active (and no 2 Cuba influence). Same goes with Che.

Also note that if USSR has no influence in Cuba, USSR is allowed to do the following:
-- add 2 Junta IP to Cuba
-- remove 2 IP from Cuba to end the crisis
-- perform a non-battleground (since DEFCON is at 2) Junta coup

The wargameroom.com Twilight Struggle engine has a bug which does not allow playing this sequence. However, it is legal.
