I think the answer is pretty clear but will ask to be certain:  USA plays WWBY on last AR of turn 10.  Does USSR get 3 VP in final scoring?

My thinking is that the Soviets get the 3 VP only at the next USA AR.  Since there isn't a next USA AR, the Soviets don't get the points.

You are right.
They also don't get 3VPs on Turn 1 Action Round 1 of the next game in case of a re-match ;)

Something very similar came up recently for me. US headlined a card that gave +1VP, and the score was at +19VP.

USSR headlined We Will Bury You. But because the +3VP is delayed, it didn't occur before the +1VP ended the game.

Another interesting fact is that if the US player can prevent the 3 VP award from happening and that 3 VP would win the game for the Soviets, the WGR engine will prevent the US player from playing the losing move. Effectively - forcing the UN Intervention play.
A bit annoying, but I guess it's consistent with the engine general policy of preventing suicides (disallowing bg coups when DEFCON=2, disallowing playing non-enemy events that lower DEFCON, etc.)
