Maximum operation points for one turn

Just a puzzle without any practical sense.
What maximum number of operations can you get at single AR?

Obviously, you can get 6 as USSR (China card + Vietnam) and 5 as US. It is possible to get more. What is maximum amount of points you can theoretically get during single AR?

As USSR:
Che played when Brezhnev is active gives you 8 Operation Points.

As USA 5 Ops from the China Card is the best I can see now.

As USSR:
Che played when Brezhnev is active gives you 8 Operation Points.

Play it after Latin American Death Squads and drop two 5-op coups on your opponent!

[Technically, it's still 8 ops though, as LADS is a +1 modification to the die roll rather than an increase to the card's op value, but it's kinda close.]

Well, it's possible to get more then 8 "honest" ops (which can be used to place influence, for example) as USSR.
As US, I don't see anything better then 5 too.

Yes, LADS boost the result. I did not count it because it boosts dice instead of card.
I can't see how you can get more than 8 Ops per card. You obviously can use an event text to put more influence (I once produced a scenario in which Latin American Debt Crisis added over 1000 influence points) but these are not Ops. In this case US best option is probably about several hundred IPs from a well-timed Independent Reds.

Well, my scenario is next:
Brezhnev and Vietman are in effect
USSR plays 5YP for ops (in SE Asia), 5YP plan gets Grain Sales or Star Wars, which gets Glasnost, which is used in SE Asia too.
10 ops.
