Newbie question - What does it take to controll a nation?

Just played through some rounds but one basic rule keeps bugging me.
What does it take to control a nation? Lets take Italy as an example. Stability is 2. Russian has 2 ip and Nato also have 2 ip. For control does it take first  2ip matching the nation number and then 4ip to top opponent and stab number for a total of 6 ip? Or would just 4 ip be good enough??

If it's a stability 2 country you need two more influence than your opponent. So in your example, your opponent has 2, so you need 4, not 6. Hope that helps!
