As a USSR player, I think this is the most valuable USSR especially in Turn 10.  An argument can be made for The Reformer but that is for another thread.  Depending on the play of Defectors, I might HL Ames or play it in AR1.  I like knowing what cards my opponent is holding and making them give up a valuable card that could swing a region into the USA's favor.  Regardless of my position in VPs, I will always play it as an event.  I don't mind losing a 3 OPs in exchange for knowledge and changing the power of the cards into my advantage.  Other players don't think it is a strong play and would rather play the OPs.

I agree, absolutely.  It is especially nice because there are so few good USSR events around that time.

Certainly a very strong headline for the USSR in the late war. Very nice to throw away a strong US event, or even a scoring card in a region the US has good position.

However, if the US gets it, it's better than Five Year Plan.

That is a mandatory space card as the USA player, unless I can hold onto it for my last play.
