A nice safe headline for the US. It's impossible to lose to defcon shenanigans with this. If South Korea is US controlled, it puts the USSR on the defensive and steals their opening coup. Superior to Glasnost, which is the equivalent event for the USSR.

If South Korea ISN'T US controlled, then it's still a 4op card. Can't ask for more than that. There might even be some situations where you would want to activate the event just for the defcon change and 2VP. (Like if it will put the US in range of a Wargames victory.)

For the USSR, the general tactic is either to space it, or activate it at defcon 3. If the US controls South Korea, 4ops is probably enough to break their control. It's only a real defcon suicide threat if you're caught holding this and other cards like CIA Created and/or Grain Sales and Five Year Plan all at the same time.
